The organization shall promote, organize, supervise and govern minor hockey for children up to and including U21 Division among participating centres of the LEO while promoting fellowship, teaching respect for rules and authority, and helping children to become good citizens. The LEO will interest others, both as participants and members while promoting programs not necessarily for the best, but for the greatest number.
The LEO will carry out competition for championships in U9 and above and will work with neighbouring leagues to ensure adequate numbers per division.
